Two Russian journalists have been killed to prevent them from delivering a message to the Israelis. Gabriel Allon,
super Israeli undercover man, is taken from his honeymoon to Moscow to discover what the message is. His only
contact is Olga Sukhova, recently promoted to the post of acting editor of Moskvsky Gazeta because of the
murders of her two colleagues. Olga tells him a reliable source has informed them that Ivan Kharkov, former KGB
colonel who has amassed an investment empire, is in reality an arms dealer. He is selling arms to Third World
countries, but especially to al-Qaeda. al-Qaeda is planning a worldwide terrorist attack. Attempts are made to
kill Allon and Olga. It is up to Allon to find the time and place of the delivery to prevent a world catastrophe.
He finally persuades Olga to name her "anonymous informer." He is shocked to learn it is none other than Kharkov's
wife, Elena. In return for sanctuary for herself and her two children, she retrieves the information from Kharkov's
secret safe. The operation is a success but Kharkov manages to elude capture thereby placing Allon in jeopardy in
the future.
Moscow Rules is a fast paced thriller with enough action to keep the reader in constant suspense
throughout. The atmosphere of Russia, with its new generation of capitalists, is a forbidding one. The characters
are well presented with their fears and desires to do good or evil. The plot of the story might well be the
headlines of tomorrow's newspapers.
