The Justice Department in Washington, D C think they have uncovered a conspiracy to sell
nuclear weapons to somewhere in the Soviet Union. Most of the components are apparently
being shipped from somewhere in the New York area. So it seems that there is a better
chance of breaking the conspiracy if the investigation is run out of the New York Attorney's
office, using their local resources.
US Attorney Raymond Mangini turns over the investigation to Adam Stark, an assistant
prosecutor. Stark assembles his team with Detective Mark Russell, a veteran cop, as chief
investigator. The team is getting nowhere until Stark receives a call from Megan Delaney,
a TV investigative reporter, who claims to have information to help them. Delaney has
received a call from a small time burglar who claims to have stolen a journal which
refers to the nuclear shipments and also to the Lindbergh baby kidnapping.
Adam and Megan join forces and attempt to meet the burglar and obtain the journal. But
the journal's owner is trying desperately to retrieve the journal. There follows a series
of murders of anyone connected with the investigation. The opposition seems to know where
the action is and who is involved. Adam believes there is a leak betraying them. The final
confrontation ends in a fiery death.
