The body of a nameless prostitute is found murdered in the penthouse apartment of a Melbourne high rise that boasts the ultimate technology in security. Three thugs are found tortured and killed execution style. Inspector Steve Villani questions whether there is a connection between the two. He is hampered in his investigations by forces determined to protect the interests of the city's elite. His life is only made more difficult by his rebellious teenaged daughter and a shaky marriage. He must fight political corruption and an inept police department. As he continues his investigations, he begins to question the line between the criminal and the cops. He can no longer trust anyone in his pursuit for the truth.

This is a brutal story of corruption, greed and revenge. The plot is complicated; its characters complex. Avid picture of the city of Melbourne is presented with its racial tensions. A compelling story that maintains a feeling of suspense throughout.
